Future Salary Increases:
** June 2026 – 4.57% increase to base pay (3.5% Across-the-Board + 1.07% Market Adjustment)
** June 2027 – 4.07% increase to base pay (3% Across-the- Board + 1.07% Market Adjustment)

Employees in this job class perform professional analytical and administrative work related to source reduction and recycling aspects of the San Diego County Solid Waste Ordinance, and associated policies and programs that enable, facilitate and encourage the reduction of solid waste materials sent to landfill and promote the use of recycled/recyclable materials and products.

Ideal Candidate Profile The following qualifications are considered desirable for the Recycling Specialist II position:
Professional level environmental experience
Professional experience in conducting market analysis and waste composition studies; conducting evaluation and feasibility studies on waste reduction, waste diversion, household waste recycling, and/or resource recovery programs; and preparing progress reports from collected data
Experience in contract management including issuing statements of work, budget and compliance tracking
Professional experience in creating and implementing marketing and public outreach programs pertaining to waste reduction and diversion including social media
Experience in developing and delivering presentations to trade groups, businesses, and community groups pertaining to waste reduction and diversion
Ability to represent the organization to promote and discuss recycling practices in live appearances, including media interviews and other public-facing communications
Experience in assisting entities to comply with administrative or ordinance requirements and/or code enforcement
Experience in planning and implementing community events
Knowledge of solid waste recycling programs and State of California laws affecting recycling and a broad spectrum of materials, including paper; glass and plastics; construction and demolition debris; organic materials; and/or household hazardous waste
Excellent verbal and written communications, interpersonal skills, and teamwork/collaboration skills

Minimum Qualifications
A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency; AND,
One (1) year of professional experience performing duties in the development, implementation, and administration of a private or public solid waste recycling program or non-burn resource recovery program; OR
One year of experience as a Recycling Specialist I with the County of San Diego.

Hiring Timeline & Dates
Job Offer and Background Process begins the week of April 6, 2026. Note: Current County employees may be excluded from additional background screening.
Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Condition of Employment
As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Current County employees may be excluded from this process.
