DEPARTMENT PURPOSE
The City of Spokane's solid waste management system offers a full suite of services to keep Spokane clean and safe for the citizens of Spokane. These services include residential and commercial collection services, recycling services, disposal services and educational outreach for citizens of the City of Spokane.
POSITION PURPOSE
Provides strategic leadership and direction to the solid waste management operations. Leads, plans and directs the operations of Solid Waste Collection and Solid Waste Disposal.
SUPERVISION EXERCISED
Work is performed with considerable independence within the framework of general policies established by the Director of Public Works. Provides supervision to direct and indirect reports in professional, administrative and technical positions.
EXAMPLES OF JOB FUNCTIONS
The following responsibilities and requirements are functions that the individual who holds or desires the position must be able to perform unaided or with the assistance of a reasonable accommodation.
Directs operational, regulatory and administrative functions of the solid waste management system.
Represents the department on regional solid waste matters, with state agencies, regulatory agencies and professional organizations.
Plans and develops solid waste management programs, and annual operating budget.
Develops and modifies policies and procedures for the operations of the solid waste management system, and coordinates with the system for the operations of the solid waste collection services, Waste-to-Energy facility and the landfills.
Provides leadership in the coordination of capital projects and equipment replacement for solid waste management and administers capital improvement projects.
Maintains contact with equipment suppliers and vendors to keep abreast of new developments and technology within the field.
Directs consultants and contractors in the management of capital construction projects.
Researches state and federal regulations in relation to solid waste management.
Determines impacts of implementing new or modified regulations of state policies and develops or assists in modifying operations or facilities to comply with these regulations.
Evaluates data and trends and implements response strategies concerning solid waste collection, disposal and the operation of the landfills.
Coordinates disaster response and emergency management activities on behalf of the solid waste management system.
Promotes waste minimization, environmental protection and environmental health through own efforts and in conjunction with pertinent stakeholders.
Assures that staff is properly trained so that daily operations of solid waste management comply with permits, solid waste codes, City policies and procedures.
Provides public information and responds to inquiries from the general public, elected officials, consultants and contractors regarding the City's solid waste management system.
Performs other duties as assigned.
Knowledge of:
Effective and efficient methods of solid waste management operations.
Effectiveness in the application of the principles of supervision, training, health, safety, regulatory compliance and administration.
Knowledge of industry standards for solid waste collections, recycling, composting, reuse and disposal.
Knowledge of local, state, federal regulations, codes and ordinances governing solid waste management.
Considerable knowledge of the principles, practices, and techniques of business administration, fiscal budgeting, program management, and organizational leadership.
Ability to:
Analyzes operational and administrative procedures and problems to evaluate and balance community needs and expectations as to solid waste issues, and to modify organizational procedures to meet changing conditions.
Effectively represent the City in meetings by expressing complex business, financial, and regulatory concepts in a clear and concise language, for internal and external stakeholders, where areas of contention may arise.
Proficiently operate office equipment and programs including computers and program-specific applications.
Work cooperatively with other internal and external stakeholders and maintain positive relationships.
Manage and lead direct administrative, professional and technical staff.
Communicate both orally and in writing.
Gather, assemble, analyze and evaluate complex data and facts to draw logical conclusions and make proper recommendations.
Manage multiple projects, meet deadlines and work well under pressure.
Ability to express complex business, financial and regulatory concepts in clear and concise language for the Mayor, City Council, City officials, staff and the general public.
