Summary of the job
The Compliance Manager is responsible for the overall operation of agency’s Compliance Division, which includes the Inspection and Engineering units.
Teams of individuals from the Compliance Division implement the agency’s principal air regulatory programs required under the Washington Clean Air Act and the Federal Clean Air Act, including Registration, Title V Air Operating Permits, New Source Review, Asbestos, Outdoor Burning, and Woodstove Enforcement programs. The Compliance Manager is responsible for ensuring these programs meet requirements of federal, state, and local clean air statutes and regulations, and are implemented efficiently and effectively.
This position is a member of the agency leadership team, providing strategic direction, expertise, guidance, and insights on the agency’s operations, ensuring cohesiveness and alignment with the agency’s overall mission, values, and strategic plan.
Essential Functions/Responsibilities/Duties
- Oversee all activities and services of the Compliance Division including prioritizing work, and setting goals, direction, and expectations.
- Establish, implement, and monitor policies, procedures, and standards of the Compliance Division to ensure compliance with applicable regulations and the efficient and effective operation of activities.
- Communicate and meet regularly with teams from both programs and with the Executive Director to ensure effective and efficient operations, and to communicate direction and expectations.
- Meet regularly with Inspection and Compliance Supervisors to discuss performance of the Compliance Division and to develop strategies for meeting the agency’s goals.
- Monitor work performed by both units and provide necessary feedback to foster continuing improvement in the quality and efficiency of the services provided.
- Respond to escalated, sensitive, or complex inquiries and complaints from internal staff or external parties.
- Build and maintain collaborative relationships with the agency’s management team and “clean air partners” (i.e., EPA, Ecology, and other local clean air agencies and NACAA) to communicate and help develop consistent and effective clean air strategies.
- Monitor regulatory and legislative developments affecting the agency’s programs, research issues, and works with Executive Director as needed to implement changes in programs as appropriate.
- Provide expert testimony and/or summary reports during hearings and public meetings.
- Determine staffing needs based on workload analyses, develops job descriptions and announcements, and make recommendations for hiring new compliance and engineering staff to meet workload needs.
- Assure permit fees cover fee eligible costs, including review of monthly financial statements and completing an annual workload analysis and budget for each fee program.
- Assure financial accountability requirements of the Inspection and Engineering units are met. This work requires overseeing the agency’s time and workload accountability systems.
- Oversee development of rules, programs, standard procedures, templates, and other tools to implement the agency’s core programs effectively and efficiently.
- Report on Compliance Division to ORCAA’s Executive Director and Board of Directors.
- Lead the Agency’s Safety Committee.
- Assume duties of the Executive Director when assigned, as delegated by the Executive Director.

Required Education:
Bachelor’s degree from an accredited college or university in Environmental Science, Environmental Policy, Chemistry, or Engineering.
Required Experience:
Ten years of progressively responsible experience in air quality permitting and regulatory compliance.
Desired Knowledge, Skills, and Experience:
- Workload management and ability to prioritize, streamline and optimize work of Compliance and Engineering staff to meet the Agency’s goals mission.
- At least 5 years directly supervising staff.
- Team building and coaching for optimal individual and team performance.
- Effective communication skills and ability to convey complex concepts in writing and verbally.
- Thorough knowledge of applicable federal, state, and local laws, regulations, and procedures regarding air pollution control.
- Broad knowledge of the technical aspects of air pollution and air pollution control including ability to apply chemistry, physics, and engineering in evaluating the implications of the decisions the agency makes.
- General knowledge of air enforcement, air quality modeling, health risk assessments, ambient monitoring, and emissions inventories, and how these functions are all essential to effective air quality management.
- Title V and New Source Review permitting experience.
- Source inspection and enforcement experience including experience with major sources of air pollution.
- Public outreach experience including public noticing, meeting Environmental Justice requirements, and conducting public hearings.
- Experience providing expert witness testimony.
- Proficiency with a variety of computer programs including Microsoft Outlook, Word, Excel, and PowerPoint.
Licenses/Certifications
Valid Washington state driver's license is required.
Working Conditions and Physical Demands
- This position is primarily in-office, but some telework may be possible.
- Frequent meetings, collaborations, and other interactions with other ORCAA staff members, staff members with other agencies such as EPA, the public, and project proponents are required and are common. These may be in person or conducted virtually.
- Periodic on-site inspections of the facilities ORCAA regulates are required. These facilities may include mechanical, chemical, manufacturing, combustion and other industrial equipment requiring special safety precautions and protective equipment.
- Ability to move within an industrial environment is required and may involve climbing stairways, climbing ladders, stooping, ducking, and generally avoiding hazards while performing an inspection.
- Travel may be involved, which may include up to 7 hours of driving within Washington. Flying within the United States, and overnight stays either in the field, during trainings, or while attending conferences may also be required.

The Olympic Region Clean Air Agency (ORCAA) is a local government agency charged with regulatory and enforcement authority for air quality issues in Clallam, Grays Harbor, Jefferson, Mason, Pacific, and Thurston counties. ORCAA is one of seven such regional air pollution control agencies in Washington state.
Established in 1968 after passage of the Washington Clean Air (Chapter 70A.15 RCW), the agency is responsible for enforcing federal, state and local air pollution standards and governing air pollutant emissions from new and existing sources.
