The City of Tulare is currently recruiting to fill the position of Conservation Coordinator. We have one immediate vacancy and an eligible list will also be established to fill future vacancies in this classification for a period of up to six months.

POSITION OVERVIEW:
Under general supervision, provides lead direction and participates in the coordination of a variety of environmental programs in the areas of integrated waste management, water conservation, recycling, household hazardous waste, air quality, and other resources.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Management Analyst. No regular supervision of staff is exercised, but this position provides oversight and guidance to staff as assigned.
CLASS CHARACTERISTICS
This position is a single position class. Receiving general direction from the Public Works Director, the incumbent provides lead direction and participates in the development, coordination, and promotion of the City’s environmental programs, resource recovery and waste reduction programs; monitors recycling contracts to insure compliance with performance requirements; and evaluates the effectiveness of recycling activities and water conservation efforts.
REQUIREMENTS
Education and Experience: Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in Business Administration, Public Administration, Environmental Studies, or related field; and one (1) year of experience in the development, implementation and administration of waste reduction, recycling programs, and/or water conservation measures, or closely related environmental experience.
License:
- Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
- Possession of, or ability to obtain, within twelve (12) months of the date of entry into the position, a Water Use Efficiency Grade I Certificate issued by the California-Nevada American Water Works Association.
QUALIFICATIONS
Knowledge of:
- Environmental issues and concerns related to solid, hazardous and recoverable waste collection and disposal and water conservation.
- Materials, equipment, markets, and methods used in waste reduction and recycling activities.
- Principles and practices of public administration, including finance, reporting, recordkeeping, statistics, administrative research, and program planning.
- State and local laws and regulations as they apply to water conservation programs, water resource management, and the Sustainable Groundwater Management Act.
- Contract and grant administration principles.
- Project and contract management.
- Short and long-range organizational planning.
- Record keeping and filing principles and practices.
- Practices and activities common to natural resource conservation programs.
- Methods and procedures used in conservation enforcement including citation issuance procedures.
- Occupational hazards and standard safety practices necessary in the area of conservation enforcement.
- Practices for documenting inspections, and correcting violations.
- Modern office practices, methods, and computer equipment and software applications.
- Safety equipment and practices related to the work.
- Basic report preparation and presentation.
- Business arithmetic and basic statistical techniques.
