- Responsible for developing the annual budget
- Responsible for the effective and efficient use of public funds
- Responsible for coordination of staff and other resources necessary to provide solid waste management to include collection, recycling services and landfill operations
- Prepare and coordinate long-range plans to ensure effective and efficient operation of the division and associated projects.
- Prepare and negotiate agreements with other agencies and contractors on behalf of the city.
- Purchase equipment most effective for operation.
- Implement improvements in operations to assure efficient use of equipment and personnel.
- Take appropriate action in response to public complaints and/or requests for service.
- Coordinate field activities and equipment on a routine basis to ensure optimum efficiency and production.
- Coordinate all regulatory issues with the Virginia Department of Environmental Quality and with outside consultant engineers.
- Supervise the work of staff to ensure adherence to policies and procedures.
- Coordinate all City waste management issues related to the region as representative to the Southeastern Public Service Authority.
- Regularly make presentations to City Manager and/or City Council.
- Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less.
- Individual assignments will be determined by the supervisor based on then current workloads and department needs.
Minimum Requirements:
MINIMUMS:
Requires any combination of education (above the high school level) and/or experience equivalent twelve (12) years in fields utilizing the required knowledge, skills and abilities, such as business or public administration; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
SPECIAL REQUIREMENTS:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
This position may require that incumbents wear and maintain appropriate personal protective equipment such as, but not limited to, steel toed shoes, hard hats, safety glasses, gloves, or other safety attire and equipment in designated areas of risk. Specific requirements will be determined and communicated by the employees supervisor based on position assigned.
Preferences:
• Municipal government experience in Municipal Solid Waste Collections, landfill operations and recycling
• Knowledge and experience in preparation and oversight of a major operational budget
• Knowledge and experience in contract negotiations and administration
• Knowledge and experience with federal, state and local laws and regulatory requirements regarding MSW collections and Landfill operations
• Knowledge and experience of operational equipment for waste collections and landfill operations and development of equipment replacement plans
• Demonstrated experience in addressing diverse personnel issues
• Experience in providing presentations to the public, executive level management and elected officials
• Knowledge and experience with development of waste management procedures and policies and route optimization plans
