Adv. HES Professional – Environmental Specialist
Position Summary
The Environmental Specialist Provides environmental support to the refinery operations primarily in the areas of air compliance, compliance reporting, and emissions reporting, and water/wastewater and other compliance. Responsible for providing day-to-day support on environmental compliance issues and in setting up, managing, and improving environmental compliance systems. Duties also include providing compliance support to the wastewater treatment plant. Prepares or assists other environmental staff in the preparation of reports required by permits and applicable regulations/rules. Responsible for regulatory interpretation, and developing compliance strategies to meet applicable regulations and associated record keeping requirements. Position requires close interaction with operations personnel, regulators, and public.
- Provide support to develop, execute, and maintain site compliance with permits and air regulatory requirements.
- Manages flare, tanks and other compliance management programs
- Oversees compliance with CEMS systems, providing guidance to the instrumentation group.
- Manages and improves the refinery’s environmental management systems, including PIVision
- Produces and submits regulatory compliance reports (Title V, Consent Decree, MACT, NSPS, etc.)
- Interpretation and implementation of air and other regulations (MACT, NSPS, WAC, etc.) including guidance for environmental compliance/requirements for capital projects.
- Providing support as needed for applicable permitting.
- Leads efforts to complete reporting for excess emissions events, including emissions calculations and supporting the investigation and corrective action process
- Assist in advocacy efforts for new air regulations at the state and local level
- Serves as a member of the Environmental Department’s on-call duty team.
- Serves as primary environmental contact for a subset of the refinery process unit teams
- Develop and update environmental procedures and environmental requirement documentation
- Provide back-up support for other environmental media (water, waste, remediation).
- Completes internal auditing of air permit and air regulatory compliance.
Qualifications/Competencies
Required
- B.S. Degree in Environmental or Chemical Engineering, Environmental Sciences or science focused degree.
- 5 or more years of environmental compliance experience with focus on air and preference for experience with federal and Washington air regulations.
- Excellent written and oral communication skills, organizational and planning skills, facilitation skills, computer skills
- The ability to achieve results through interaction with others.
Desired
- Refining or chemical industry experience.
- Environmental management experience is a plus.

Position Reports to the Refinery Environmental Supervisor
