SUMMARY
This is a highly responsible supervisory position overseeing the development and management of strategies, programs and content for marketing and advertising to support SWA’s education and recycling initiatives and support the Legislative and Public Affairs group. Responsible for administering programs to maintain and expand residential, commercial, and institutional recycling throughout Palm Beach County. Directs staff in the development of educational programs, media releases and training materials (both internal and external), and other outreach activities. Directs recycling staff to sustain and promote all forms of recycling and waste reduction, and to document recycling activities to outside agencies. This position reports to the Chief Engineer and requires reliability, accountability, and integrity in all aspects of the defined role.
ESSENTIAL FUNCTIONS

- Directs and oversees the development and implementation of SWA’s comprehensive education and outreach programs promoting, educating, and marketing the recycling and educational programs and activities to support SWA’s goals.
- Develop and manage the strategic communications, outreach programs, and events for SWA in accordance with organizational goals.
- Develop programs to promote and maintain residential, commercial, and institutional recycling programs for recycling and waste reduction to fulfill the goals of those programs and to report the effectiveness of the recycling activities to outside agencies
- Develop promotions delivered in a mix of forms, such as advertising, public relations, and direct marketing, through multiple online and offline channels, to support the SWA mission and programs.
- Partner with Legislative and Public Affairs Manager and direct staff to create marketing content to promote residential, commercial, and institutional recycling, programs, and advertisements.
- Supervises Educational team and is responsible for developing and delivering school programs that meet the applicable standards for intended grade level and other criteria as may be established by the educational institutions.
- Supervises the Marketing team responsible for developing content for marketing and media programs and initiatives.
- Supervises and oversee the Events Coordinator and Graphics specialist in the coordinating, creating, and executing SWA events and media needs as assigned.
- Develops, administers, and monitors budget for the Education, Recycling and Marketing groups.
- Oversees and submits reports to the State of Florida and any other regulatory authorities regarding recycling rates achieved by Palm Beach County, and compliance with any recycling goals established for the agency.
- Utilize resources to support education and training events within the SWA.
- Work closely with numerous internal stakeholders to appropriately target, prioritize, and optimize programs and campaigns to meet the intended delivery goals and capture the necessary metrics to demonstrate the educational impact of our programs.
- Supervisory responsibilities include, but not limited to, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Performs all other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITY
- Extensive knowledge and understanding of modern techniques, methods and procedures, practices, and principles used in developing and implementing marketing, media utilization and production, and community and elementary education.
- Knowledge of fundamental principles and programs for commercial and residential recycling.
- Ability to establish and maintain effective working relationships with supervisors, employees, vendors, and the public.
- Ability to effectively lead, supervise and motivate staff in the achievement of departmental goals.
- Ability to effectively manage numerous and concurrent priorities effectively utilizing an organized and systematic approach to the daily responsibilities of the position.
- Excellent communication skills, both written and oral, and the ability to effectively communicate with public officials, regulatory agencies, technical professionals, educators, and the public.
- Working knowledge of SWA financial systems and procedures relative approving vendors, invoicing and accounts receivable
- Excellent planning and organizational skills; detail oriented.
EDUCATION and/or EXPERIENCE
- Bachelor’s degree in marketing, communications, journalism, public relations, business, public administration, or other applicable degree.
- Minimum five (5) years professional experience in public information/relations, marketing or communications field or any equivalent combination of experience and training which provides the requisite knowledge, skills and abilities is required.
- Experience as a manager working in the areas of recycling and contract management is highly desired.
- Knowledge of integrated waste management system desired. Past career record demonstrating proficiency in basic business management, marketing, education, and public affairs.
- Supervisory experience required.
