POSITION SUMMARY Responsible for the operation and maintenance of the City of Dickinson Water Reclamation Facility. Assists in assuring compliance with the monitoring, sampling, and efficient operation of the WRF. Promotes a professional relationship with the North Dakota Department of Environmental Quality and Region VIII of the US Environmental Protection Agency. RESPONSIBILITIES Essential Duties : - Provides technical advice and guidance to employees.
- Monitors employee performance.
- Coordinates water reclamation facility operational and maintenance activities.
- Maintains all data related to the operation and maintenance of the water reclamation facility. Submits reports to the appropriate local, state, and federal authorities.
- Maintains inventories of supplies and materials for the water reclamation facility.
- Assists with departmental budget Also monitors expenditure activity.
- Conducts chemical and bacteriological analysis on the City’s wastewater.
- Assesses capital replacement needs. Assists in the preparation of project specifications.
- Develops professional relationships with local, state, and federal agencies related to the regulation of the water reclamation facility.
- Conducts regulatory reviews to ensure the water reclamation facility is complying with all associated permits.
- Performs other duties of a similar nature or level.
Knowledge, Skills, and Abilities: - Understand local, state and federal environmental regulations.
- Knowledge of City policies and procedures.
- Knowledge of job associated hazards and safety practices at the water reclamation facility.
- Prepare clear and concise reports and memos.
- Create and maintain system to manage regulatory files and records.
- Create and maintain system to maintain chemical and equipment inventory.
- Identify facility tasks and implement personnel task duties.
- Understand specific requirements of the WRF NPDES permit.
- Understand the operation and process control of a biological nutrient removal (BNR) water reclamation facility.
- Knowledge of Clean Water Act regulations.
- Understand specific GIS systems.
- Understand the inner workings of a computerized maintenance management system (CMMS).
- Understand the testing methodology of general wastewater.
- Using a variety of office equipment and related applications.
Judgment/Decision Making: - Develop objectives, policies, and procedures for the Water Reclamation Facility.
- Exercise independent judgment in normal day-to-day operations.
- Solve complex issues under the direction of supervisor.
- Make accurate decisions to ensure safety of employees and the public.
RELATIONSHIPS Leadership/Supervisory Responsibilities - Supervise Water Reclamation Facility personnel in daily operations and maintenance tasks/duties.
- Assist department manager with personnel issues such as hiring, training, performance reviews, and discipline.
Relations to Others: - Position requires contact with employees of several city departments and with the Contact with the public usually will involve tours and educational events.
- Entrusted with sensitive information relating to employees and/or city policies or functions.
- Interpersonal and communication skills are used to establish and maintain internal and external relationships.
- Make presentations to small groups of employees or the general public as requested.
SKILLS Education and Experience: - Associates Degree in Business Administration, Biology, Microbiology or Environmental Science.
- Three to five years of directly related experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Special Requirements: - Valid Driver’s License.
- North Dakota Class A Commercial Driver’s License with tanker endorsements– must obtain within probationary period.
- Wastewater Treatment Class IV Certification (North Dakota) (within twelve months of hire).
- North Dakota Department of Health pH Certification – must obtain within 90 days of hire;
