SUMMARY OF JOB
Provides senior level program management for engineering and design functions within the Engineering Services Division. Responsible for managing, coordinating, and executing a variety of activities including analysis, planning, hydraulic modeling, design, and construction related to infrastructure improvements undertaken by the Authority. This position manages the Design Services Department which is responsible for in-house survey, design, engineering, and technical support for other Divisions, including design-phase project management. This position also manages project managers and engineers engaged with consulting firms for capital project delivery. This position is responsible for mentoring and developing assigned staff in engineering disciplines.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Oversees the work of assigned employees. Assists responsible supervisor in interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
EDUCATION and/or EXPERIENCE
Bachelor's degree from an accredited college or university with a major in civil or environmental engineering, or related field, plus five (5) or more years related experience and/or training in engineering design, project management, capital facility planning, construction management and supervision principles, or equivalent combination of education and experience. Experience with private firm specializing in design and construction of water and sewer infrastructure or with a public utility serving a population greater than 50,000 is desired. Practical experience managing professional engineers and engineers-in-training is desired. Experience with geographical information systems, computer aided design (CAD) software packages, project management software and water/sewer network modeling software preferred.
