Knowledge, Skills and Abilities: Knowledge in the following areas is required: 1. The principles and processes involved in the treatment and disposal of wastewater; 2. Modern theories, principles and practices of environmental sanitation as they apply to wastewater conveyance, treatment and disposal; 3. Regulations dealing with all aspects of wastewater conveyance, treatment and disposal; including, but not limited to, surface water discharges, residuals disposal and air emissions. The Chief Operating Officer must be able to plan, organize, develop and direct various activities dealing with wastewater conveyance, treatment and disposal, communicate effectively, both orally and in writing, and be able to prepare clear, sound, accurate and informative reports containing findings, conclusions and recommendations. In addition, the COO must have the ability to comprehend and analyze laws, rules and regulations relating to the conveyance, treatment and disposal of wastewater, have knowledge in the financing of capital projects, and be able to establish and maintain cooperative working relationships with representatives of regulatory authorities and industrial, civic and other organizations interested in or involved with wastewater conveyance, treatment and disposal. Education: Bachelor's degree in civil, environmental, sanitary or chemical engineering required. Master's degree in civil, environmental, sanitary or chemical engineering desired. Experience: Minimum of fifteen (15) years of experience in the operation of a large, municipal activated sludge treatment plant, five (5) years of which shall have been in a responsible supervisory capacity. License and Certifications: S4 Public Wastewater Treatment System and C4 Collection System Licenses issued by the New Jersey Department of Environmental Protection are preferred. Professional Engineering License in the State of New Jersey is also preferred. |
