JOB TITLE: Senior Construction Supervisor – Watershed Programs
REPORTS TO: Construction Manager
DEPARTMENT: Watershed Programs
Manages the construction phase of public improvement contracts. Provides lead construction management on multiple projects at a time including high risk, complex projects and is functionally responsible for the construction phase related to each project from within the department and cross functions throughout the District. Assists Project Managers and Construction Managers on assigned projects during the design phase and is a key resource to ensure the project meets set goals. Performs other duties of a similar nature as may be required.
Measures work in place and equipment and materials furnished for purposes of computing progress payments. Reviews requests for payment and recommends approval thereof. Drafts simple plan adjustments and prepares field sketches in order to speed progress of the work and perform calculations and field surveying services in order to monitor progress of work. Direct or perform field tests using various gauges, meters and instruments.
Requests proposals from Contractor for Change Orders and negotiates the price and scope of each.
Investigates, analyzes and negotiates construction claims; monitors progress of a claim when placed on notice by the Contractor and negotiates a price for value claims.
Administers and oversees completion and close-out of the contract.
Coordinates project with various utilities, municipalities and agencies. Responds to and resolves complaints submitted by the public and municipal officials.
Attends or holds meetings with public officials to report on job progress.
Notes and has rectified poor standards of work by contractors, subcontractors and vendors.
Writes change order reports, daily reports, memos and correspondence.
Observes safe work practices and endeavors to ensure that contractors observe safe work practices, when applicable.
Verifies and approves invoices to validate accuracy with respect to work performance and/or equipment delivered and recommends approval for payment.
Coordinates equipment training and start-up assistance for newly constructed facilities.
Provides input and direction to planning, scheduling and engineering functions as required.
Ability to manage multiple, complex construction projects concurrently.
Reviews progress schedule updates and notifies Contractor of schedule deficiencies.
Performs other duties of a similar nature as may be required.
MINIMUM JOB REQUIREMENTS
Candidate must possess an Associate degree in Engineering, Construction Management or a closely related technical field of study. Bachelor's degree in Engineering or a related technical field preferred.
Candidate must possess a minimum ten (10) years of experience in construction management that includes public infrastructure project, which must include experience analyzing data and processes, making recommendations and gaining input/agreement within an organization is required.
LICENSURE AND CERTIFICATIONS
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position the employee must be able to compile, compare, compute, analyze, negotiate, copy, communicate, instruct and coordinate. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, walking, climbing, hearing and talking. Ability to lift up to 50 lbs. on an occasional basis. Position will require visual demands of near acuity, depth perception, far acuity, color vision and accommodation. The need to be in the field is required. For safety reasons hearing is required. While working in the field the employee may be exposed to extreme weather, atmospheric conditions, vibrations, wet and/or humid, hazards and confined/restricted working environments. Position required to sometimes perform confined space entry on the job. Employee must possess the ability to wear required respiratory protection devices in accordance with the District’s policy, including not having facial hair that interferes with the facepiece-to-face seal.
