City Research Scientist- Level 4B 42-09 28th Street, L.I.C, NY Salary: $93,954.00 - $136,563.00 (Annual)
The Office of Safety and Health (OSH) monitors and promotes a safe and healthy workplace for DOHMH employees. OSH works with agency programs to identify and assess regulatory requirements under PESH/OSHA; workplace safety and hazardous conditions; addresses hazards through controls such as procedures, training and personal protective equipment. OSH also provides guidance and oversight to programs/facilities on hazardous materials storage and hazardous waste disposal. OSH plays a vital role in emergency response by developing and drafting emergency specific safety protocols for DOHMH staff and providing guidance to other city agencies. OSH works with DCAS Citywide Occupational Safety and Health (COSH) on health and safety issues in common with other agencies and with the Office of Emergency Preparedness and Response (OEPR) to lead and promote the CHASP (Citywide Health and Safety Program) during multi-agency emergency response operations.
The Executive Director for Health and Safety will assume leadership responsibility for agency-wide compliance with Local, State and Federal environmental, health and safety regulations. They will provide guidance and general direction to agency personnel involving research and studies of the agency's policies, procedures and programs related to DOHMH public safety and health issues. The Executive Director will accomplish that by coordinating, administering and implementing the following core OSH duties and objectives:
- Supervision of OSH staff and the monitoring, testing, compliance, and corrective actions for all employee health and safety regulations.- Function in leadership role regarding notice of violations, regulatory proposals, permitting issues and negotiations. - Assessment and control of Occupational Safety & Health issues arising from program facilities, processes, equipment, and materials.- Define responsibilities programs management to ensure adherence to safety and health regulations and protocols.- Establish OSH objectives and performance standards and internal reporting of OSH performance. - Maintain a current knowledge of changes to safety and health regulations.- Revise policies, protocols, and trainings to adhere with current regulations.- Supervise development and implementation of OSH programs, including respiratory protection, blood-borne pathogen, workplace violence prevention, personal protective equipment. - Ensure achievement of safety standards through establishment of a management system, defining roles and responsibilities of program management. - Serve as the Agency's Incident Command Safety (ICS) Officer; overseeing a team of assistant safety officers.- Participate in monthly ICS leadership meetings and exercises.- Review city and agency plans and develop action items for emergency response groups. - Other additional assignments and/or public health preparedness emergencies as mandated by agency/response needs.- Respond to emergency situations by providing guidance, written procedures for staff (including other city agencies as needed), and other material and information needed for the specific situation response.- Play a leading role working with the Office of Emergency Preparedness and Response (OEPR) for the CHASP (Citywide Health and Safety Program). - Work with DCAS Citywide Occupational Safety and Health (COSH) on health and safety issues in common with other agencies.- Report and investigate health and safety issues reported by employees.- Report and investigate health and safety incidents/injuries involving employees and/or occurring at DOHHM locations. - Develop and conduct staff trainings specific to their job duties/safety risk.- Assign required trainings and monitor compliance.- Implement initiatives and continuous performance improvement opportunities that align with the Agency mission, goals, and objectives.- Act as the DOHMH representative for dealing with regulatory personnel from compliance/oversight agencies. - Report significant violations and safety concerns to agency leadership.- Assure closure on all compliance matters, enforcement actions, remedial activities and regulatory affairs.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
