The Capital Program Manager administers and manages all capital improvement projects to the City wastewater treatment facility. The position performs a variety of professional, administrative, and technical duties related to the planning, funding, design, and construction phases of project and program improvements. The position assists the Wastewater Superintendent and Assistant Superintendent in the development of the Department's annual operating and capital budgets. The position performs the same range of duties as the Utilities Project Manager but with the emphasis on the City's Treatment Plant. The position requires extensive coordination and communication efforts to monitor construction projects from initial design stages through completion. It also requires extensive knowledge of the utility rate structure and grant and loan administration. It requires extensive knowledge of civil engineering methods, practices, procedures, and principles, especially applied to wastewater treatment systems. The position is under the general supervision of the Wastewater Superintendent, with wide latitude for independent judgment and initiative. The position requires a Bachelor's degree in civil engineering, public administration, or a related field. It requires four years' experience in civil engineering, public works construction, project management, or a related field. The position requires an Idaho driver's license. The position works in a public building environment where the noise level is generally moderate and in a field environment at construction sites that include exposure to adverse weather conditions, heavy construction equipment, and traffic.
