Manages, coordinates and directs all aspects of multiple work groups within the Water Operations Division including the asset management strategy and program, training and development, engineering support activities, and system related special projects/studies. Position oversees professional and skilled personnel and develops programs within the four program areas and works closely with Water Operations Division managers and other personnel to achieve District goals. Major Responsibilities:1. Plans, directs, and supervises the work of supervisory, skilled, and semi-skilled personnel engaged in asset management, project development and execution, training program development and execution, process optimization and asset management for complex water plant, storage, or transmission system facilities.2. Develops and reports relevant metrics and key performance indicators (KPIs) associated with the programs for reporting and utilization within the department.3. Participates in the development and implementation of an efficient Improvement Program.4. Initiates, develops, executes and conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures as appropriate.5. Insures continuous improvements best practices are implemented within areas of responsibility in the Water Division. Lead and coach others on developing a culture of continuous improvement.6. Prepares and manages the budget for area of assignments. Forecasts needs for staffing, equipment, materials, and supplies; Monitors and approves expenditures; implements adjustments. 7. Directly oversees learning and development team members that collaborate with peers and other divisions to design and implement appropriate training programs within the Water Division. 8. Build rapport and relationships with other NTMWD departments and confers with respective personnel to insure consistency across the District.9. Promotes team involvement and participation in setting goals, priorities, and strategies for safe, efficient, and effective operations.10. Directly supervises staff to include hiring performance evaluations and coaching to support staff development.11. Serves as the liaison for assigned sections, work group, and service areas of the Water Division to other sections, division, departments, and outside agencies. 12. Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence. 13. Performs other duties as assigned.
1. Oversee and manage a multi-disciplinary team within the Water Division. Knowledge of operational charcteristics, services and activities of assigned program areas including water utility best practices, principles and practices of asset management within utilities, principles and practices of continuous improvement strategies and project management, administration and coordination.2. Must be able to work collaboratively with staff, outside agencies, and departments within the NTMWD to develop and implement collaborative solutions. 3. Must possess the ability to lead staff by planning, organizing and supervising implementation of various programs.4. Possess knowledge of pertinent federal and state drinking water regulations.5. Action oriented, supportive and positive leader that motivates and listens to others, is flexible, makes good decisions, and adapts to the needs of the team. 6. Can communicate clearly and make verbal presentations.7. Proficiency in preparing technical reports, maintaining accurate records, data management, word processing, project management, and presentations.8. Bachelor of Science degree in engineering, environmental science or related field with five years of progressive experience or twenty years with extensive water treatment supervisory experience. 9. Prefer experience with water or wastewater treatment operations management. 10. Experience with staff management and budget preparation and management. 11. Requires a valid Texas Driver's License.
