Supervises and coordinates the activities of employees involved in the Capital Projects Group; manages capital improvement projects and related functions for the Board of Public Utilities (BOPU), including planning, design and construction of water and wastewater infrastructure.
PRIMARY DUTIES AND RESPONSIBILITIES:

• Keeps the mission, vision and values of the Board of Public Utilities at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity, and generating innovative solutions to work situations.
• Manages capital improvement projects, including identifying priorities, designing project components, and developing specifications and contracts; reviews and approves plans, technical documents, permits, and contracts within scope of authority.
• Manages the planning, design, construction and acceptance of capital improvement and maintenance projects for water and wastewater; evaluates existing and proposed programs and develops recommendations; develops effective solutions for system maintenance needs.
• Reviews and approves project designs, technical proposals and documentation, RFP’s, contracts and agreements, project work papers, and reports of project activities; assures effective communication of issues, and compliance with federal, state and local policy and regulations.
• Manages consultant/contractor projects, monitors results, reviews staff reports, manages project budgets and expenditures, and assures that all project and service issues are addressed and resolved.
• Manages and provides leadership and guidance to staff; develops priorities and assigns tasks and projects; assures that all issues are addressed and resolved; meets regularly with staff to discuss and resolve workload and technical issues; develops staff skills and training plans; counsels, trains and coaches staff, and conducts performance evaluations.
• Reviews, maintains and/or operates water and wastewater hydraulic models to plan improvements, evaluate operational issues, evaluate developer proposals and analyze development impacts. Develops recommendations for effective water and wastewater system management. Develops recommendations for effective maintenance of the water and wastewater hydraulic models.
• Manages compliance with Safety of Dams program according to standards of the State Engineer’s Office.
• Provides technical support and assistance to BOPU staff; analyzes engineering issues and implements solutions; interprets and explains policies and procedures; assures that all issues are addressed and resolved.
• Manages the development and maintenance of standard documents related to design and construction of water and wastewater infrastructure.
Education and ExperienceBachelor’s Degree in Civil Engineering or related engineering field; AND five years of professional civil engineering experience, including water and wastewater design and project management; two years of supervisory experience preferred.
Required Licenses or Certifications• Driver’s license valid in Wyoming with good driving record.
• Registration as a Professional Engineer in the State of Wyoming. Transfer of registration from another state must be completed within 6 months of hire.
• Depending on the needs of the BOPU, other job specific training and certifications may be required.
Required Knowledge of• Methods and practices for project planning, designs, technical plans, specifications, estimates, and reports for civil engineering and water and wastewater projects.
• Application and use of hydraulic water and wastewater models.
• Federal, state and local regulations and codes governing capital improvement projects in water and wastewater utilities including Wyoming Department of Environmental Quality, Water Quality Division rules and regulations and National Pollutant Discharge Elimination System (NPDES) Regulations.
• Principles of design, construction and maintenance of water and wastewater utility projects.
• Fundamentals of civil engineering, advanced mathematics and physics.
• Principles and practices of effective project management and methods of evaluating construction contract compliance.
• Principles of mapping, global positioning systems and usage of aerial photography and satellite imaging.
• Theory, principles and practices of Geographic Information Systems.
• Techniques for efficient and cost effective management of resources.
