The Solid Waste Director is Responsible for the overall scope of the Solid Waste Operation of the County. Including: planning, monitoring, coordinating and supervising of all Solid Waste facilities, staff, equipment and programs. Assists state agencies concerning the operations; meet with inspectors to ensure compliance with permit conditions. Works with engineering firm to plan landfill operations and expansions, environmental and ground water monitoring; analyzes capacity studies, modifications and State regulations; report status as needed. Oversees collection and disposal of household hazardous, electronics, scrap tires and white goods. At the Department Head level would administer all duties of the position and with the appropriate parties to review, establish and enforcing policies and goals under the direction of the County Manager.
KNOWLEDGE, SKILLS AND ABILITIES: Comprehensive knowledge of current practices, methods and procedures for collecting, sorting and marketing recyclable materials; comprehensive knowledge of local, State and Federal regulations relating to landfill operations and related environmental rules and regulations; ability to review and analyze plans and specifications for the operation, maintenance and construction of facilities; ability to formulate comprehensive operational policies and procedures; ability to prepare technical reports; ability to establish and maintain effective working relationships with State, local and Federal officials, associates, subordinates, contractors and the general public
EDUCATION & EXPERIENCE: Bachelor’s Degree with coursework in civil engineering, environmental science or related area; and considerable experience managing solid waste disposal systems; and considerable experience in a supervisory position; or an equivalent combination of education and experience. Must possess or be able to possess special certifications such as Manager of Landfill Operations, other Solid Waste certifications as appropriate and a valid driver’s license.
