This position is responsible for developing and overseeing industrial hygiene programs located at NASA Armstrong Flight Research Center (AFRC) on Edwards Air Force Base.
Provides industrial hygiene advice and technical assistance and guidance on chemical, physical, and biological stresses in the workplace. Responsible for development and interpretation of industrial hygiene programs regulations and guidelines regarding the occupational health protection of visitors and employees; promotion of agency compliance and mandated requirements; evaluation of progress achieved; and consultation and training needed to improve performance.
Responsible for development and implementing internal industrial hygiene procedures for immediate control of hazards when emergency situations arise. Develops guidance to be used for implementing criteria and evaluating preparedness based on exercises, plans, training, handling, labeling, storing, using, transferring, disposing of toxic and hazardous materials, procurement and use of protective clothing and/or equipment used to safeguard the health of employees engaged in hazardous type operations. Supports the technical management of the industrial hygiene portion of the Safety, Health and Environmental Office support contract by developing task descriptions and estimates resource requirements, projects cost and completion objectives, develops procedures, and participates in the performance evaluation of the contractor.
Reviews plans, specifications, and cost estimates for technical adequacy. Assures compliance with the provisions of the Occupational Safety and Health Act, NASA Safety and Health Policies and Directives involving occupational/industrial and operational safety, and all other federal, state, and local industrial hygiene requirements applicable to NASA operations. Administers the industrial hygiene training program to include hazardous materials/waste management and control, safe work practices, etc.
Basic Education Requirement:
1.Degree: industrial hygiene; or a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. Courses in the history or teaching of chemistry are not acceptable.
2.Combination of education and experience -- at least 12 semester hours of course work in chemistry, including organic chemistry, and 18 additional semester hours as specified in A above, plus appropriate experience or additional education.
To qualify for the GS-13 level, applicant must have one year of specialized experience equivalent to the next lower grade (GS-12), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.
Specialized experience at the GS-12 level is demonstrated by identification of occupational health and safety hazards to employees, the formulation and recommendation of measures to eliminate or control occupational hazards, and the promotion of occupational health programs for instructing and motivating employees in the preventative and correction of potential health hazards.
