POSITION SUMMARY: The Utilities Plans Examiner is responsible for technical work in the area of specification review for development and construction projects requiring water and sewer system extensions and upgrades affecting existing utility infrastructure and other utility structures. Reviews and makes recommendations on plans and specifications of new construction of city pump stations. Maintains files and records of system connection fees for new and existing residential and commercial establishments. This position works under limited supervision with work reviewed for results achieved. Position reports to Operations and Development Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Gathers, analyzes and compiles information concerning departmental plan review and practices by reviewing data, water and sewer capacity records, forms, inspection sheets for water and sewer connections, and business licenses. Develops, submits and edits a variety of database, word processing, and spreadsheet reports. Prepares correspondence to explain requirements for water and sewer service connection agreements, and other requirements for development projects. Acts as a liaison for the City with contractors, utility company employees and the public. Reviews site plans and provides interested parties with information such as sewer and water availability and line locations as related to proposed property developments. Determines topographic locations of contours of construction site, existing structures, right of way, utilities such as water and sewer, and all other characteristics of the site relevant to a proposed project. Reads and interprets construction plans, blueprints, maps, legal descriptions and drawings. Inspects new construction, renovation and repair work for quality, materials, and workmanship to ensure that all work complies with specifications, ordinances and City standards.
