Job Classification Information: This is a full-time, temporary position, hired via employment contract for the duration of the underground utilities project; not to exceed 10 years. In addition to insurance and other benefits provided to full-time employees and not excluded by the contract, the contracted benefits associated with this position include an employer paid retirement contribution of 10% into an eligible 457 account, auto allowance, paid holidays, bereavement leave, fifteen annual leave days, as well as a cell phone stipend. Relocation assistance may also be provided.
This is an exempt position paid on an annual basis which is not eligible for overtime. The starting salary range depending on qualifications is $71,602 - $93,442 ($34.42-44.92) hourly range). The full salary range is $71,602 - $115,281 ($34.42-55.42 hourly range). Job performance will be evaluated under the Town's Pay for Performance system and performance pay increases will be permitted as established by Town policy.
Under administrative direction of the Town Manager, this position oversees and coordinates the management of the Town's communication plan for the underground utility construction project. This position provides non-technical administration and collaborates with Public Works and other stakeholders assisting in the overall planning, fiscal management, and public relations of the project from initial design through completed construction. Coordinates assigned activities with other divisions, outside agencies, contractors, and consultants; provides reports to the Town Council, Underground Utilities Task Force (UTTF) and Town Manager as required; serves as the Town's primary liaison on this project with the public, responding to all inquiries and attending related meetings as necessary.

|Assumes responsibility for assigned services and activities related to the coordination of the Town's underground utility program including working under the Town Engineer, other staff, utility representatives, contractors, sub-contractors and consultants as needed on communication plans, professional contracts, and related non-technical administrative functions to ensure completion of the project within budgetary, regulatory, and time constraints. |
Responsible for positive public relations with property owners (or designees), stakeholders, civic and other organizations in Town on a regular on-going basis.
Works with attorneys, utility representatives, staff, consultants and property owners and representatives to resolve easement locations and easement acquisition issues.
Participates in the development of goals, objectives, policies, and priorities; recommends resulting policies and procedures.
Identifies opportunities for developing and improving communication and public relations procedures; identifies resource needs; reviews with appropriate management staff and/or consultants; implements improvements.
Participates in the development and administration of assigned program budget; forecasts funds; monitors and recommends approval of expenditures; recommends adjustments as necessary.
Performs a variety of program conflict resolution duties.
Serves as staff on the Underground Utilities Task Force including coordination of meetings, agendas, minutes, and related meeting materials.
Represent the Town at meetings, Town Council, or other public meetings.
Prepares and presents staff reports and other necessary correspondence.
Provides assistance in resolving sensitive and controversial project related issues.
Responds to and resolves inquiries and concerns from the public.
