The City of Durham’s Department of Solid Waste Management is seeking a Senior Assistant Solid Waste Manager. The Solid Waste Department provides curbside collection of trash, recyclable materials, bulky items and yard waste. The Department also operates a waste disposal and recycling center, including a transfer station, to meet the solid waste needs of City residents and commercial customers. The City currently processes and composts yard waste at this location, and is currently securing the necessary permit to allow the future addition of bio-solids and food waste. The City of Durham is committed to increased diversion of waste from disposal and sees composting as a key component in the process. This position will have lead responsibility for the composting operation, including contract management, securing and maintaining all required permits, ensuring compliance with all local, state, and/or federal rules and regulations, coordination and management of in-house resources, community outreach and more. The purpose of this position is to assist Solid Waste Division Managers in the planning, development, and implementation of integrated solid waste management programs and services. This is accomplished by directing multiple staff within the Solid Waste department, managing service contracts, including working directly with service providers to ensure outcomes are met.
Other duties include assisting with budget preparation, management and analysis for the department; assisting SWM Director and Assistant Directors; training new hires and completing performance appraisals; coordinating events and activities for the department; managing safety and security of all Solid Waste Management facilities; and overseeing performance measures established by the City and the Solid Waste department.
Candidates must have experience in managing composting facilities and be knowledgeable regarding the principles associated with successful composting practices and procedures.
