Perform a variety of skilled operations, maintenance, repair and administrative work. DISTINGUISHING CHARACTERISTICSThis is a single class assigned to the Truckee Meadows Reclamation Facility (TMWRF). Incumbent will supervise crews that may include maintenance workers, mechanics, electricians and operators.
In assigned division: Plan, organize, schedule, assign, supervise and review daily the work and performance of staff members including temporary staff, contractors and assigned labor Prepare and conduct employee performance evaluations and performance plans. Conduct employee performance counseling as appropriate. Participate in the selection and hiring of new employees. Provide for staff training and development. Review timecards. Estimate and secure tools, materials and equipment required for assigned area. Troubleshoot and diagnose a variety of problems related to equipment and assigned area. Perform preventive maintenance. Maintain an adequate inventory of materials and equipment. Estimate costs for new and replacement equipment and supplies. Procure supplies when necessary. Remove, overhaul, repair, replace and test assigned equipment. Troubleshoot difficult or complex tasks and problems. Provide technical assistance to crew members. Monitor work in progress at the worksite. Direct corrections and modifications as appropriate. Evaluate job performance. Maintain records of work performed, man-hours utilized and materials used. Record as-built drawings of modifications. Prepare variety of records and reports related to the work. Read and interpret plans, schematics, manuals and specifications. Design modifications as necessary. Use and direct the use and maintenance of a variety of hand, power and shop tools, test equipment and other equipment related to the work. Operate trucks and equipment. Schedule work assignments with those of other divisions. Respond to questions and requests as appropriate. Respond to customer services complaints. Deal courteously and professionally with city staff and the public. Confer with representative of other agencies, industries, vendors and contractors. May be assigned to an on-call rotation and be required to respond to emergency calls in off-hours as required and respond to emergencies when assigned. Provide input into the budget process and assist in budget preparation and administration. Review expenditures to ensure they remain within prescribed limits. Order and maintain supplies of materials and equipment. Obtain quotes from vendors and initialize the procurement process. Prepare and maintain a wide variety of written records, reports and correspondence. Mentor and train others in your work knowledge, skills and abilities. Perform other duties which may be assigned. Treatment Plant Division:Electrical department must have experience working with medium and high voltages including 480 volts, 2400 volts, 4160 volts and knowledge of 24,900 volts. Inspect plant equipment. Write and review standard operating procedures to ensure adherence to maintenance, operation and safety procedures. Assist with developing, implementing and maintaining an asset management program. Update the Operations and Maintenance Manual. Monitor tertiary level wastewater plant via DCS. Identify and correct plant problems. Direct treatment plant staff in correcting problems. Read and interpret lab data. Take corrective action based on lab data. Install, overhaul, repair and maintain motors, control systems, gear reductions, chemical feed equipment, fluid drives, pumps, valves, drive lines and related plant equipment. Fabricate and install new and modified equipment, parts, fittings and systems. Installation, repair, maintain and modification of a variety of electrical/electronic systems and equipment including electrical circuits, motors, pumps, generators, transformers, relays and plant electrical equipment and facilities. Calibrate electronic information and control instrumentation and systems. Perform basic maintenance and adjustment to real time computer control systems and software. Review and evaluate data from reports, logs, meters and gauges. Develop and implement changes to ensure compliance with established standards and regulations. Monitor contract compliance on facility projects as assigned. Participate in and coordinate operational shutdowns. Document contractor activities and problems. Read and interpret plant piping and distribution plans. Assist in locating and troubleshooting malfunctions. Knowledge, Skills and Abilities:
Physical Demands:Requires the ability to work in an industrial environment. Requires ability to work in a typical office setting and use standard office equipment. Requires the ability to work in varied weather conditions and the ability to work around hazardous equipment, chemicals and materials. Applicants must possess the following minimum qualifications to continue in the recruitment process: Education and Experience:All divisions require a High School Diploma or equivalent and: Treatment Plant Operations Division:Five (5) years of skilled experience in tertiary wastewater operations. Licenses and Certificates:Must possess and maintain the equivalent to a valid Nevada Class C driver's license at time of hire.Must possess and maintain Incident Command System (ICS) 100/200 within six (6) months of hire. Treatment Plant Operations Division:Must possess and maintain equivalent to a Nevada Wastewater Plant Operator Grade III Certificate at time of hireANDMust be able to possess and maintain a Nevada Grade IV Wastewater Plant Operator Certificate within six (6) months of hire.Civil Service Testing: A Training and Experience Questionnaire is the Civil Service Exam for this position.
