Clean Water Services Board of Directors is currently seeking a General Manager. This position is a contract position. The General Manager directs the activities of Clean Water Services (CWS); oversees all operations, maintenance, planning, engineering, and support service functions; oversees the preparation and recommends the District budget and long range strategic plans; oversees the District coordination with regulators and stakeholders; performs other duties as assigned.

Directs and coordinates the overall management of Clean Water Services in accordance with policies set by the Clean Water Services Board of Directors and in consideration of Clean Water Services Advisory Commission recommendations; insures that all District managers and employees work cooperatively to provide efficient and competent services to District ratepayers. 2. Prepares and recommends annual and long range strategic plans for CWS operations; develops policy options for Board consideration; implements operating policies and procedures to carry out Board objectives. 3. Prepares and recommends the annual District budget to the Board; oversees the development and implementation of short and long term financial plans; manages the issuance of Board approved bond sales; reviews and approves all Agency capital and service contracts and lease agreements. 4. Oversees the District's coordination with local, regional, state and federal entities regarding wastewater treatment and water quality policies and regulations; meets with Tualatin Valley Basin stakeholders to address and plan for basin-wide water quality needs. 5. Oversees the development and dissemination of information about District programs, policies and services to the general public; approves all media news releases; responds to and resolves the complaints and/or concerns of citizens and other government agencies. 6. Reviews and provides input on legislation affecting the District; presents proposals and recommendation to the State of Oregon legislature and other regulatory agencies. 7. Oversees the negotiation of collective bargaining agreements and resolutions of grievances; presents negotiated offers of settlement to Board for final approval. 8. Oversees and approves the recruitment, selection, compensation, training, evaluation and discipline of all District employees in accordance with state and federal laws; completes annual performance evaluations of department directors. 9. Oversees the development and maintenance of internal communication and recognition programs to inform District employees of current and planned events and recognize outstanding employee service and achievements; meets informally with employees to hear their concerns and suggestions for improving the operation and maintenance of District facilities.
EXPERIENCE AND TRAINING GUIDELINES:Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be: Extensive executive management experience in a governmental organization or in the administration of wastewater/water treatment systems or complex public works programs. College level coursework in public administration, engineering, or environmental science (with emphasis in water/wastewater management) is also desired.CERTIFICATION AND LICENSURE REQUIREMENTS:Upon selection, candidates must possess and maintain a valid State issued driver's license at time of appointment.
