EXAMPLE OF DUTIES:
Plans, organizes and directs the operations and activities of staff engaged in compliance and enforcement for stationary sources, and other assigned functions in accordance with established SCAQMD goals and objectives; coordinates activities with other SCAQMD functions and outside agencies; and assures compliance with regulatory requirements and professional practices.
Directs, through subordinate management staff, the development and implementation of compliance and enforcement policies and procedures that are consistent with SCAQMD's mission and objectives and that comply with state and federal laws.
Assigns responsibilities and establishes lines of authority; evaluates the effectiveness of programs and management personnel and makes recommendations to the Executive Officer, Chief Operating Officer, or other Designated Deputies.
Directs and oversees the development of programs, policies and tools that improve the efficiency and effectiveness of field personnel, work flow, and data management.Ensures that operations and activities assigned to units are consistent with legal mandates and with generally accepted practices.
Serves as a technical expert and represents SCAQMD before SCAQMD's Governing Board, SCAQMD Hearing Board, other governmental agencies, boards and judicial bodies, professional groups, environmental and business representatives and the general public.
Represents SCAQMD in interacting with public- and private-sector officials, community groups and the general public on a variety of issues that impact SCAQMD.
Consults with and advises SCAQMD Board Members, the Executive Officer, Chief Operating Officer, and other Designated Deputies on legislative matters and other issues as required.
Directs the preparation of reports, contracts, grant proposals, technical papers, SCAQMD documents and correspondence.
Directs the preparation and monitors budgets and makes recommendations on resource allocations and fixed asset purchases.
May act on behalf of the Executive Officer in his/her absence, as directed.
MINIMUM & DESIRABLE QUALIFICATIONS:
DESIRABLE QUALIFICATIONS:The most desirable candidates will present a highly competitive combination of enforcement or prosecution experience, related scientific experience and/or other relevant education and training, along with directly related air quality or other environmental experience. The related air quality experience will be a minimum of five years directing or managing compliance and/or enforcement/prosecution functions involving the direction of a large number of professional and technical staff and regulating a large and diverse universe of sources by demonstrating the following:
