The Department of Public Works (DPW) is seeking an experienced professional to serve as Deputy Associate Administrator (Collections), Solid Waste Management Administration (SWMA), Solid Waste Collection Division (SWCD). This position participates fully in the management and direction of a comprehensive program of solid waste collection throughout each Ward in the city. Serves as the Deputy Division Chief and is responsible for assisting in the management of solid waste collection program and each of its component parts: Two (2) Collection Programs; One (1) Bulk Collection Program; One (1) Supercan Program; Dead Animal Collection Program and a city-wide Recycling Collection Program.
Participates fully in the development of strategies for deploying collection teams or group for city wide areas and routes. Assists in formulating and modifying collection plans for staff from an overall public health, environmental health perspective. The incumbent assigned or directed prepares and implements plans to integrate additional employees into the expanding operations of the Division and Administration.
Analyzes collection progress and achievement reports, recommendations and requests from variety of sources. Determines whether problem exist with interpretation of regulations by citizens.
Participates in a variety of special projects, frequently of a high priority, sensitive and complex nature involving appropriate policy or program analysis; prepares position papers and reports. Advises the Administrator on programmatic implications of proposed initiatives. Develops performance measures and operational standards to achieve the goals and objectives of the Division
This position is not included within a collective bargaining unit. The duration of appointment is Management Supervisory Service (At-Will)
MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Work is normally performed in a typical inside environment, however on occasion the employee may be subject to hazardous or unpleasant elements while performing duties in the field.

Possess experience in managing large and complex organizations within multiple layers of managers and supervisors. Have thorough knowledge of practices, policies and approaches to solid waste collection in a municipal setting. Possess broad based financial management and budget skills in order to manage cost containment, complete financial projections and to manage a complex operating budget. Possess broad based performance management and improve skills in order to ensure a continuous learning organization.
Minimum of 5 years of senior level experience leading a comprehensive Solid Waste Management operation. 10 years or more executive level experience preferred.
Bachelor’s Degree or an equivalent combination of education and/or experience in a related field. Advanced professional degree in related field preferred.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
