General Statement of Duties & Organizational Responsibilities
As Division Head, the Capital Planning Officer is responsible for leading capital planning and asset management. This individual leads and coordinates across the organization the programs, plans, procedures and workflows necessary for planning of infrastructure investments. Support the District in meeting the Mission, Vision and Values of its strategic direction. Works under the general direction of the Director of Strategy and Innovation.
Bachelor’s Degree from an accredited college or university with an emphasis on planning, economics, civil engineering, business or related field. Strong knowledge and understanding of wastewater infrastructure, wastewater process and asset management concepts. Ability to effectively interact and communicate with staff at all levels from Plant and Field to Board. Excellent analytical skills as well as verbal and written communication skills. Demonstrated ability to coordinate, plan and facilitate. Excellent computer skills including spreadsheet and database applications. Minimum of six years of related work experience in planning. Experience in development of data-driven metrics that provide actionable information to drive improvements to customer service and increased efficiency.
Registration as Professional Engineer in the State of Colorado. Master’s degree in Planning, Business Administration, Engineering, Computer Science or other related field. Asset Management certification (IAITAM, CPAM, CPAS, CFAM, IAM) or related certification. Experience in implementation, enhancement, and managing asset management systems.
