Cumberland County is seeking a Solid Waste Management Director to lead the Solid Waste Management Department, which provides for efficient use of a sanitary landfill to further the County's efforts in developing the current and future solid waste disposal-resource recovery system. The program conserves natural resources, reduces the volume of non-recoverable waste and disposes of nearly 3.4 million tons of waste in an environmentally sound manner. The next Solid Waste Management Director possesses outstanding leadership skills to identify, hire and promote talent, evaluate and create standards of performance with stakeholder input, hold all staff accountable for excellence and create metrics for assessing success in serving Cumberland County citizens.
Position Overview: The Solid Waste Management Director oversees a department with six divisions, 68 employees, and an enterprise fund budget of $17,375,600 supported by numerous user charges. Solid Waste Management provides for an environmentally safe location in which to dispose of solid waste debris and recyclables generated within the county. The Solid Waste Management administration division provides for all managerial and administrative duties for all sections/units of this department (Transportation, Container Sites, Ann Street Landfill, Construction & Demolition landfill, Household Hazardous Waste/Planning, Maintenance, Recycling, White Goods, Wilkes Road Treatment & Processing Facility, and Scale House) to include budget, purchase orders, requisitions, personnel, accounts receivable and payable, scale house operations, training, supply inventory, etc. In addition to equipment and collection inventory, key site assets are 17 collection sites across the county, the Ann Street Landfill (Construction and Demolition Landfill and Subtitle D Landfill), and the Wilkes Road Treatment & Processing Facility.
Qualifications, Compensation and Benefits: Minimum requirements: Bachelor’s degree in environmental management or a related field; supplemented by five years experience that includes supervising staff and managing solid waste collection and disposal programs; or an equivalent combination of eduction, training, and experience. SWANA certification or ability to obtain within a year required. The selected candidate will be required to obtain and maintain a valid North Carolina driver’s license. Expected hiring range is $69,068 - $99,820 depending on qualifications.
