This is a highly responsible administrative and technical position as the Assistant Utility District Executive Director of the Utility Special District. Assists in the budgeting, planning, organizing, directing, and coordinating water and sewage division activities. Employee in this class is responsible for much of the departmental detail work relative to budget preparation, research studies, procedural investigations, liaison, and public contact. Work is performed under general direction of Utility District Executive Director with considerable latitude for use of independent judgment in the selection of work methods and procedures.
Supervises and coordinates work of the Utility Special District administrative division; devises operating forms and procedures; directs and participates in the preparation, distribution and checking of payrolls, requisitions and bills. Assists in formulating operational policy and regulations through reports, meetings, and inspections with subordinate supervisory personnel. Assists in preparation of the annual budget requests, controls expenditures of departmental appropriations. Assists in preparation and maintenance of technical and administrative operating reports and records. Assists in the employee safety program through inspection, accident investigation, and recommending corrective action. Plans and recommends new projects, alternations, additions, or extensions. Inspects and reviews work of contractors.
Graduation from an accredited college or university with major course work in civil engineering or related field. Five (5) or more years of supervisory or administrative experience in public works, utilities, construction and/or related fields or an equivalent combination of training and experience is required. Three (3) years of experience in the engineering profession, and three (3) years of actual design capacity.
